Zusammenfassung

Ausgangslage war, dass nach Stuttgart 21 überall im Land, die Bürgerinnen und Bürger nach mehr Beteiligung verlangten und sich die klassischen, kommunalpolitischen Rollen immer mehr veränderten. In einer gemeinsamen wissenschaftlichen Studie sollten Erklärungen dafür gesucht und gefunden werden. Wichtig war von Anfang an, dass dies nicht im Alleingang einer Universität geleistet werden sollte, sondern ein gemeinschaft liches Forschungsvorhaben eines Forschungsnetzwerkes werden sollte. Klar wurde schon zu einem frühen Zeitpunkt, dass die Frage nach mehr Bürgerbeteiligung eine Frage nach dem Befund der Demokratie als solche impliziert und sich Demokratie in der heutigen Zeit weiterentwickelt.
