1989 herrschte Aufbruchsstimmung. Der eiserne Vorhang fiel, kulturelle und psychosoziale Initiativen wurden gegründet und die Kinderrechtskonvention der Vereinten Nationen verabschiedet. Weltweit ratifizierten 192 Staaten die Konvention, seit 1993 sind die Kinderrechte in Österreich in Kraft.
