Der Parteienstaat im Wandel der Staatlichkeit der Bundesrepublik Deutschland

Zusammenfassung

Aus dem grundlegenden Funktionswandel des Staates ergeben sich weitläufige Konsequenzen für den Parteienstaat, die zu untersuchen Gegenstand des Beitrags bilden. Hierzu wird zunächst das bislang noch wenig erschlossene Beziehungsverhältnis zwischen moderner Staatlichkeit und dem Parteienstaat systematisch ausgeleuchtet. Was Parteienstaatlichkeit ausmacht, um Parteien im staatlichen Wirkungsbereich zu dominierenden Akteuren der Organisation von Herrschaft und Steuerung des institutionell verfassten politischen Entscheidungsprozesses zu machen, wird ebenfalls hergeleitet. Dann wird behandelt, ob sich aus dem „Rückzug“ des Staates und der „Entmachtung“ des Staates ein Niedergang des Parteienstaats ergibt.
