Zielstellung. Das Ziel des ersten Kapitels besteht in der Vermittlung elementarer historischer Fakten zur Statistik, worin final die Bestimmung und die Erläuterung des modernen Statistikbegriffs eingeschlossen ist, der allerdings in der einschlägigen Literatur und in der statistischen Praxis unterschiedlich weit gefasst und interpretiert wird.
