Eine europäische Arbeitslosenversicherung als Baustein für ein soziales Europa

Abstract

Der Beitrag beschreibt die Idee einer europäischen Arbeitslosenversicherung. Unter dem derzeit diskutierten Vorschlag wären alle abhängig Beschäftigten in Europa für eine Basisabsicherung im Falle von Arbeitslosigkeit über ein europäisches System versichert. Ein solches System würde die nationalen Konjunkturzyklen stabilisieren: Im Boom würde netto aus den einzelnen Ländern Kaufkraft abgezogen, im Abschwung würde die Kaufkraft gestützt. Bei einer solchen Arbeitslosenversicherung handelt es sich zwar nicht um ein sozialpolitisches Instrument im klassischen Sinne. Allerdings wären die positiven makroökonomischen Effekte so relevant, dass eine europäische Arbeitslosenversicherung eine deutliche Verbesserung auch der sozialen Bedingungen in Europa versprechen würde.
