Erwerbsarbeit und Arbeitslosigkeit Jugendlicher

Zusammenfassung

Im Zuge der Bildungsexpansion und einem verändertem Bildungsverhalten junger Menschen wird der Übergang von der Schule in den und die Etablierung auf dem Arbeitsmarkt immer seltener im Jugendalter bis zu 25 Jahren vollzogen. Je nach beruflichem Abschluss wird in zunehmenden Umfang der Einmündungsprozess in den Arbeitsmarkt erst im dritten Lebensjahrzehnt abgeschlossen. Dazu trägt ferner bei, dass der Übergang junger Menschen in den Arbeitsmarkt zunehmend durch (kurzen) Phasen der Erwerbslosigkeit, bzw. Wartephasen, sowie durch weniger abgesicherte Einstiegsjobs gekennzeichnet ist, die die Phase der Etablierung auf dem Arbeitsmarkt verlängern. Aus theoretischer Sicht sind neben handlungs- bzw. entscheidungstheoretischen Überlegungen insbesondere institutionelle Veränderungen sowie situative Faktoren wie Konjunktur oder Demografie zu berücksichtigen. Letzteres lässt sich besonders ausgeprägt bei der Erwerbslosigkeit junger Menschen im europäischen Vergleich erkennen. Empirisch lassen sich zudem deutliche Unterschiede in geschlechtsspezifischer Hinsicht als auch nach Art der erreichten Bildungsabschlüsse erkennen.

    Die hier präsentierten Befunde beruhen auf Daten aus dem European Labour Force Survey (LFS), der in allen Europäischen Mitgliedsländern jährlich durchgeführt wird. Erwerbslosigkeit ist dabei ein Erwerbsstatus, der von den Befragten berichtet wird, unabhängig davon, ob die Person auch bei der zuständigen Behörde als arbeitslos registriert ist. Demzufolge unterscheiden sich die Erwerbslosenraten auf Basis des LFS auch aus datenerhebungstechnischer Perspektive von jeweils amtlich ausgewiesenen Arbeitslosenquoten der Mitgliedsstaaten und reflektieren deutlich stärker die subjektive Selbsteinstufung von Erwerbslosigkeit. Für Deutschland liegt die LFS-basierte Erwerbslosenrate Jugendlicher über der amtlichen Arbeitslosenquote Jugendlicher, die von der Bundesagentur für Arbeit (BA) monatlich ausgewiesen wird.
