Zusammenfassung

In der jüngsten Weltfinanzkrise hat Global Economic Governance (GEG) stark an Beachtung gewonnen. Es wurde deutlich, dass nationalstaatliche Lösungen zu einer Eindämmung der Krise nicht ausreichten. Dieser Artikel gibt einen Überblick über die aktuelle GEG-Debatte und IB/IPÖ-Theorien. Dabei stehen die Fragen im Mittelpunkt, warum nationale Regierungen bei der Gestaltung von GEG unterschiedliche Ansätze verfolgen und unter welchen Umständen es trotzdem zu Verständigungen auf international gültige Regelwerke kommt. Als Analyseinstrument wird hierfür der Societal Approach herangezogen werden. Demzufolge sind die Ursache für divergierende Regierungspositionen unterschiedliche gesellschaftliche Interessen- und/oder Ideenkonstellationen.

Abstract

Global Economic Governance (GEG) gained much attention during the latest global financial crisis. It was made clear that national answers were not sufficient to contain the negative results of the crisis. This article aims to deliver an overview of the present GEG-debate and the corresponding IR/IPE theories. It focusses on the questions of why national governments followed different approaches to design GEG and under which circumstances an agreement on international rules is possible. To answer these questions this article will apply the Societal Approach according to which different constellations of domestic interests and/or ideas can explain diverging governmental positions.
