Das europäische Integrationsprojekt in der Krise. Zeichen eines tiefgreifenden Systemwandels?

Zusammenfassung

Die Schuldenkrise in den südlichen Ländern des Euro-Raumes sowie in Irland hat einer wesentlichen Triebkraft des europäischen Einigungswerkes einen schweren Schlag versetzt. Es ist der bis dahin ungebrochene Glaube, dass die wirtschaftliche Integration Europas Frieden und Prosperität für alle in gleicher Weise garantiere. Der europäische Binnenmarkt und darüber hinaus das noch ehrgeizigere Projekt der Währungsunion sollten der Garant für diese segensreiche Entwicklung sein. Reiche und arme Länder, reiche und arme Menschen innerhalb der Länder sollten allesamt davon profitieren. Die ökonomische Lehre der komparativen Kostenvorteile weist nach, dass es sich dabei um keine Wunschvorstellung handelt, sondern um eine wissenschaftlich gut abgesicherte Voraussage. Allerdings sagen die Ökonomen auch, dass eine Währungsunion ohne eine Wirtschaftsunion nicht funktionieren kann, weil sonst diejenigen Verwerfungen auftreten, die nun tatsächlich zum Problem geworden sind.
