Europäische Nachbarschaftspolitik – Entstehung, Effektivität, Herausforderungen

Zusammenfassung

„Ich wünsche mir einen Ring von Freunden um die Europäische Union und ihre engsten Nachbarn herum, von Marokko bis Russland und zum Schwarzen Meer“, formulierte Kommissionspräsident Romano Prodi bereits im Jahr 2002. Für die Gestaltung kooperativer Beziehungen zu diesem Ring von Freunden ist die Europäische Nachbarschaftspolitik (ENP) das jüngste Instrument der Europäischen Union. Die Kooperationen erfolgen in einer Reihe verschiedener Politikfelder und sollen dazu dienen, Stabilität, Sicherheit und Wohlstand an den Außengrenzen der EU zu sichern. Ziel dieses Beitrags ist es, einen Überblick über die Europäische Nachbarschaftspolitik (ENP) zu geben, insbesondere über ihre Gründung und Entwicklung, ihre zentralen Institutionen und Entscheidungsprozesse sowie die Debatte um ihre Wirksamkeit. Der Beitrag schließt mit einem Überblick über Forschungslücken und offene Fragen, die weitere Forschungsarbeiten zur ENP anregen sollen.

    Jordanien hat keine gemeinsame Seegrenze mit der EU. Da das Land jedoch bereits vor der ENP in die Europäische Mittelmeerpolitik (EMP) eingegliedert war, wurde es auch in die ENP übernommen. Die Türkei ist nicht Teil der ENP, da die ENP nur Nachbarstaaten ohne Beitrittsperspektive einschließt. Belarus, Libyen und Syrien sind zwar Teil der ENP, bis Anfang 2014 gab es jedoch noch keine vertraglichen Beziehungen dieser Länder mit der EU.

    Die Beziehungen mit den nördlichen Nachbarstaaten Norwegen und Island, teilweise auch mit Russland, sind in einer gesonderten Initiative, der Nördlichen Dimension, geregelt. Die Teilnahme an der ENP wurde Russland 2003 von der EU angeboten, von der Regierung jedoch abgelehnt und ein rein bilateraler Kooperationsmechanismus bevorzugt.

    Der Begriff der Konditionalität wird allerdings nicht in ENP-Dokumenten genannt. Das geht vor allem auf den Einfluss Deutschlands und Italiens zurück, die diesen Begriff unbedingt vermeiden wollten (Nervi Christensen 2011, S. 135).

    Ferner ist politische Konditionalität dort am erfolgreichsten, wo bereits ein gewisser Grad an Demokratisierung erlangt wurde, am wenigsten effektiv in autoritären und, wenig überraschend, in bereits demokratischen Staaten (Schimmelfennig und Scholtz 2008).

    Die Mittelmeerunion umfasst derzeit 43 EU-Mitglieds-, Kandidaten- und Nachbarstaaten.

    Neben diesen beiden Initiativen konkurrieren auch noch die 2007 unter deutscher Ratspräsidentschaft ins Leben gerufene Schwarzmeersynergie-Initiative, die Gemeinsamen Räume zwischen EU und Russland und die Nördliche Dimension um ENPI-Mittel.

    Dabei ist allerdings zu beachten, dass die Wahrnehmung der ENP nicht nur zwischen den Nachbarstaaten variiert, sondern auch innerhalb dieser (Wolczuk 2009), genauso wie innerhalb der EU (sowohl zwischen den EU-Institutionen als auch zwischen verschiedenen Mitgliedstaaten) (Kratochvíl und Tulmets 2010; Böttger 2010).
