Zusammenfassung

Das parlamentarische Regierungssystem hat in der politischen Theorie eine untergeordnete Rolle gespielt. Die Staatsformen, die seit Bodin von den Regierungsformen geschieden wurden, standen weiterhin im Mittelpunkt. Regierungsformen als demokratisch anzusehen, während die Staatsform monarchisch blieb – was nach der Bodinschen Unterscheidung möglich war – fiel auch im 19. Jahrhundert den meisten Theoretikern schwer.
