Zusammenfassung
Ausgangspunkt dieses Kapitels ist die Frage, wie sich die Innovationsförderung in den letzten Jahrzehnten entwickelt hat. Die Annahme lautet, dass sich der wirtschaftliche Strukturwandel und die innovationspolitischen Konzepte gegenseitig beeinflussten. Wie die Ausführungen zeigen, dürfte es sich bei der Entwicklung der Innovationspolitik insgesamt um einen rückgekoppelten Prozess handeln, bei dem sich innovationspolitische Konzepte und der wirtschaftliche Strukturwandel gegenseitig beeinflussen. Der Wandel der nationalen und zunehmend staatenübergreifenden Politiken ist demnach ein Prozess der Anpassung an veränderte Rahmenbedingungen, bei dem sich im Verlauf der Jahrzehnte bessere gegenüber schlechteren Politikkonzepten durchsetzen. Beispielsweise stellen die seit den 1980er Jahren unternommenen Schritte zur Verbreitung technologischen Know-hows und zur Ausrichtung der Politikinstrumente am Markt gegenüber dem Ansatz der 1950er und 1960er Jahre einen wesentlichen Fortschritt dar. Die Entwicklung der Innovationsförderung kann also seinerseits als evolutiver Prozess des „policy learning“ bezeichnet werden.
