Abstract
The foundation of the first foreign policy think tanks (Carnegie, Hoover, and CFR) after World War I, can be shown in the academic contributions to the study of International Relations. The diplomats were educated as practitioners with analyses and theories out of research institutes, which confirms their political role in foreign relations.
