Zusammenfassung

Die EU und ihre Mitgliedsstaaten sind die weltweit größten Geber der Entwicklungshilfe. Kein anderer Staat und kein anderer multilateraler Geber tragen so viel (insgesamt 56 %) zur globalen Official Development Assistance (ODA) bei. Entwicklungspolitik gehört zu den Kompetenzen der EU-Politik, die Brüssel und die EU-Mitgliedsstaaten sich teilen. Die EU Institutionen haben ein Gros an Mitteln und Personal hierfür zur Verfügung gestellt. Die bilaterale Entwicklungszusammenarbeit (EZ) zwischen den EU-Mitgliedsstaaten und ihren Partnerländern bleibt – unter der Leitlinie, eine gemeinsame Politik zu verfolgen – von der EZ der EU-Institutionen größtenteils unberührt.
