Zusammenfassung

Die Politikwissenschaft hat sich bisher – soweit überhaupt – für die Gesundheitspolitik als ein Politikfeld interessiert, in dem allgemeine politikanalytische Fragen wie die nach der Steuerungsfähigkeit des Staates und den Implementationsbedingungen politischer Programme untersucht werden. Die damit zusammenhängenden institutionellen Strukturen und Akteursbeziehungen, insbesondere die Steuerung des Systems der Krankenversorgung, stehen vielfach im Mittelpunkt ihres Interesses an gesundheitspolitischen Entscheidungen. Die zentralen Wirkungen und Determinanten dieser Entscheidungen sollen demgegenüber im Mittelpunkt der folgenden Ausführungen stehen.
