Zusammenfassung
Die Kommunalpolitik genießt in den Vereinigten Staaten von Amerika als Versuchsraum der Demokratie hohes öffentliches Ansehen. Auch wenn sich die Vielfalt kommunalpolitischer Strukturen im Laufe des vergangenen Jahrhunderts weitgehend erhalten hat, bergen jedoch Kompetenzverlagerungen neben einem Steuerungsverlust die Gefahr, die Funktion der Kommunalpolitik als Ort demokratischer Partizipation und als Legitimationsquelle demokratischer Politik zu unterlaufen. Auf eine Erläuterung der wichtigsten Strukturen und Prozesse der kommunalen Ebene folgt ein Überblick über die historischen Entwicklungstendenzen der Kommunalpolitik im Kontext einer sich wandelnden föderalen Ordnung.
