Zusammenfassung

Ziel dieses Beitrags ist eine Einführung in die Wechselbeziehungen von Migration und Demokratie. Eingangs wird diskutiert, inwieweit Zugangs- und politische Rechte für Migranten im liberalen und demokratischen Staatsverständnis angelegt sind, oder ob diese von innen und außen erkämpft werden müssen. Darauf werden die demokratischen Defizite von Zielländern, insbesondere der Bundesrepublik Deutschland, in Hinblick auf Zuwanderung und das Konzept des politischen Multikulturalismus dargestellt. Zu den klassischen Grundlagen für demokratische Partizipation zählen Staatsbürgerschaft und das, meist daran gekoppelte, Wahlrecht. Der Abschnitt zeigt Konzepte von „Nicht-Staatsbürgern“ über doppelte Staatsbürgerschaft bis hin zu universeller Bürgerschaft auf, einschließlich subnationaler Ansätze wie „Urban Citizenship“. Im abschließenden Abschnitt werden vielfältige Formen transnationalen politischen Engagements von Migranten und Flüchtlingen und ihr Potential zur Demokratisierung von Staaten, aber auch regionalen und globalen Institutionen, diskutiert.
