Zusammenfassung

Die Wirtschafts- und Finanzkrise führt zu einer fundamentalen Transformation der heutigen globalen Ordnung. Chinas wirtschaftlicher und politischer Aufstieg ist dabei nicht von unwesentlicher Bedeutung. Chinas Einfluss in der Global Governance (z. B. innerhalb der G20), in der Energiesicherung, sowie in Finanz- und Handelsfragen ist gestiegen. Insbesondere drängt sich die Frage auf, welche Auswirkungen die chinesischen Finanzreserven sowie deren Verwendung haben. Bisher wurde der größte Anteil davon in US-Staatsanleihen investiert und hält somit den Massenkonsum in den USA am Laufen. Aufgrund der Bedeutsamkeit des chinesischen Finanzsektors stellt sich zunehmend die Frage, inwieweit von einem einheitlichen chinesischen „Sovereign Wealth Fund“ gesprochen werden kann. Und wie spiegelt sich das in der chinesischen Politik wider? Welchen Einfluss hat die Staatsfonds-Strategie auf die globalen Kräfteverhältnisse? Dieser Beitrag bringt die verschiedenen Aspekte zu den chinesischen Staatsfonds zusammen und analysiert deren Strategie im Kontext der widersprüchlichen Dynamiken der chinesischen Klassen aus einer globalen Perspektive.
