Zusammenfassung
Das Kapitel gibt einen Überblick über die Forschung zu den Auswirkungen von Globalisierung auf die Staatstätigkeit. Dazu wird zunächst der Globalisierungsbegriff selbst problematisiert. Ausgehend von einem Verständnis von wirtschaftlicher Globalisierung werden die konkurrierenden Vorstellungen über die Auswirkung von Globalisierung auf die (wirtschafts- und sozialpolitische) Staatstätigkeit diskutiert, nämlich die Kompensationsthese und die Effizienzthese. Darüber hinaus werden Überlegungen vorgestellt, wie Globalisierung auf den politischen Prozess wirkt und eine Veränderung von Policies bewirkt. Anschließend werden Operationalisierungsmöglichkeiten für Globalisierung erörtert, die vor allem den jeweiligen theoretischen Überlegungen folgen sollten. Die Ergebnisse empirischer Überprüfungen der Auswirkung von Globalisierung auf die Staatstätigkeit sind keineswegs einheitlich: Weder die Kompensations- noch die Effizienzthese finden klare Bestätigung. Zumindest in der Finanzpolitik kann argumentieren werden, dass die Globalisierungswirkungen im Sinne der Effizienzthese umso deutlicher zu Tage treten, je gegenwartsnäher der Untersuchungszeitraum endet. Die Vorstellung, dass Globalisierung zu einer Art policy-analytischer Mastervariable geworden ist, die alle anderen Erklärungsfaktoren in ihrer Bedeutung einschränkt, kann zum gegenwärtigen Zeitpunkt zurückgewiesen werden. Eher lässt sich insbesondere aus qualitativen Studien ablesen, dass innenpolitische Faktoren in erheblichem Umfang die Auswirkungen der Globalisierung filtern und damit moderieren.
