Zusammenfassung
Seit den 1980er Jahren hat die Betrachtung von Institutionen in den Sozialwissenschaften weltweit wieder an Bedeutung gewonnen. Der klassische Institutionalismus in der Politikwissenschaft war in der Gestalt einer vergleichenden Regierungs- und Systemlehre aufgetreten, die Verfassungen und Herrschaftsformen komparativ beschreiben wollte. Demgegenüber stellt der ‚Neo-Institutionalismus‘ den Anspruch, ein theoretischer Erklärungsansatz des Politischen zu sein. Institutionen wird die Eigenschaft zugesprochen, den politischen Raum zu strukturieren und die Handlungsorientierungen politischer Akteure zu prägen. Die frühen Arbeiten von James March und Johan Olsen haben in allen sozialwissenschaftlichen Disziplinen ein geradezu explosionsartiges Wachstum der institutionalistisch ausgerichteten Literatur ausgelöst In diesem Zusammenhang rückte auch der Staat als Akteur wieder in den Fokus der Aufmerksamkeit.

Etwas spitzzüngig könnte man anmerken, dass das Lager des historischen Institutionalismus wieder einmal darum bemüht ist, alle Denkströmungen zu absorbieren, so wie es schon in der Auseinandersetzung zwischen ökonomischem und soziologischem Institutionalismus geschehen ist. Dies trägt sicherlich zur Verbreitung des Labels „historischer Institutionalismus“ bei. Es wird dabei allerdings immer unklarer, was den theoretischen Gehalt des historischen Institutionalismus eigentlich ausmachen soll.
