Der Bundestag wird im internationalen politikwissenschaftlichen Vergleich als sehr stabiles und stark institutionalisiertes Parlament (Hibbing, 2002) wahrgenommen, in dem etablierte Abgeordnete und nicht Neueinsteiger dominieren (Cotta & Best, 2000, S. 504).Im Verlauf der letzten Jahrzehnte wurden die deutschen Parlamentarier professioneller und verblieben für immer längere Zeit im Bundestag.
