Zusammenfassung
Governance-Theorie setzt die Existenz von Akteuren jenseits der staatlichen Regierungsebene voraus. Totalitäre Regime und autokratische Einheitssysteme jedoch unterbinden die Formierung zivilgesellschaftlicher Selbstorganisationen durch Gleichschaltung und hierarchisch-zentralistische Kontrolle. In der postmaoistischen VR China allerdings hat sich ein pluralistisches Akteursspektrum herausgebildet, das es im Zuge der Steuerungsprozesse nicht nur zu koordinieren, sondern auch einzubinden gilt.
