Abstract

In this chapter, the analysis is first placed within the realm of policy analysis. Then historical institutionalism and its expansion with constructivist elements are introduced as the theoretical foundation. Core elements transferred from these approaches to new institutionalism are (a) the role of strategic action and the linkage of strategic action to policy goals, (b) the significance of creating a policy image beyond agenda-setting, (c) the role of experts as policy entrepre-neurs, and finally (d) the probability of unintended outcomes as a consequence of strategic action being socially constructed.
