Zusammenfassung
Im Juni 1991 schickt die mit einem Verfassungsentwurf betraute Kommission Ghanas eine Delegation in die Bundesrepublik Deutschland, um mehr über das gemischte Wahlrecht der Bundesrepublik und dessen Möglichkeiten für die politische Integration regional und ethnisch divergierender Gesellschaften zu lernen. Die Entscheidung schwankt zu dem Zeitpunkt zwischen dem einfachem kompetitiven Mehrheitswahlrecht und dem proportionalem Wahlrecht und ist nicht nur in den Neubeginn der ghanaischen politischen Ordnung (4. Republik) eingebettet, sondern auch in die Hochzeit der globalen „dritten Demokratisierungswelle“, die Samuel Huntington auf den Zeitraum von 1974 bis 1990 taxierte (vgl. Huntington 1991).
