Zusammenfassung

1. Die Kommission der Europäischen Union hielt im ersten Erwägungsgrund ihrer Empfehlung vom 30.7.1997¹ fest, „zahlen- und wertmäßig“ entfalle „ein zunehmender Teil der inländischen und grenzüberschreitenden Zahlungen auf mittels elektronischer Zahlungsinstrumente getätigte Geschäfte“, und sie prognostizierte, in einem „Umfeld rascher Innovation und technologischen Fortschritts dürfte diese Entwicklung sich noch beschleunigen, insbesondere wegen des Entstehens eines weiten Feldes innovativer Unternehmungen, Märkte und Handelspartner im Zuge der Entwicklung des elektronischen Geschäftsverkehrs“. Ähnlich verlautete ein Bericht des Baseler Ausschusses für Bankenaufsicht (der B[ank für] I[nternationalen] Z[ahlungsausgleich]²) im Frühjahr 1998: „Electronic payment media are likely to figure importantly in the development of electronic commerce, and retail electronic banking services and products, including electronic money, could provide significant new opportunities for banks. More broadly the continued development of electronic banking and electronic money may contribute to improving the efficiency of the banking and payment system and to reducing the cost of retail transactions nationally and internationally This could potentially result in gains in productivity and economic welfare. Consumers and merchants may be able to increase the efficiency, with which they make and receive payments, and enjoy greater convenience“³.
