Das Versagen der osteuropäischen Planwirtschaften und der niedrige Entwicklungsstand vieler Länder der Dritten Welt führten zu der Forderung, eine weltweite Soziale Marktwirtschaft einzuführen (Jungfer, S. 409 ff.) und die wirtschaftliche Integration zu verstärken. Letzteres erfordert die Bereitschaft der Industrieländer, ihre Grenzen zu öffnen.
