Abstract
Established planning doctrine in Italy tends to picture urban planning simply as a form of urban design plus legal control. Just recently strategic planning has come to be mentioned with growing frequency in planning literature, not though as something actually being practiced in our country, but as a brand new approach which could hopefully be introduced. In the author’s opinion (together with Gibelli, 1993), the strategic approach is probably the most promising way of making planning more effective, something other than the mere prescription of desirable goals. It is therefore important to understand why this promising approach has not so far been adopted in Italy.
