Politökonomische Restriktionen und Grundlagen für die Reform des Managements in der Entwicklungsverwaltung

Zusammenfassung

Entwicklungsmanagement hat seine Grundlage in einer Neubestimmung der Mechanismen des Entwicklungsprozesses in „nachholenden“ Wirtschaften, die im Anschluß an die Krise der kolonialen Exportökonomien während der Weltwirtschaftskrise erfolgt ist (Elsenhans 1994, i.E.). Im wesentlichen wird dabei bis heute, wenn auch in den 80er Jahren deutlich abgemildert, die Rolle des Staats im Entwicklungsprozeß als Ergänzung oder Korrektur des Marktes betont1. Investitionen werden nicht mehr ausschließlich als Ergebnis von Dispositionsentscheidungen privater Unternehmer, die auf Märkten konkurrieren, erwartet, sondern müssen im Interesse des wirtschaftlichen Strukturwandels auch von Akteuren der Nicht-Markt-Ökonomie, also letztlich vom Staat kommen. Damit werden Verwaltungen bedeutsam, die Projekte fur Investitionsvorhaben auswählen, diese dann häufig, wenn auch nicht grundsätzlich immer, selbst durchführen.
