Explaining Technical Change in a Small Country

Abstract

One of the main limitations of traditional innovation research has been its narrow technological orientation. Researchers have been interested mainly in such things as the creation and utilization of new raw materials, technologies or products. A rather straightforward relationship has been assumed to exist between the growth of a nation’s R&D expenditure, extensive technology programmes, effective diffusion of new technologies and the competitiveness of an economy (see e.g. Niitamo 1958, Rosenberg 1971 and OECD 1980).
