Abstract

My first reaction to the idea of a test center was on the positive side. However, the more I thought about the operational details, the more I cooled to the idea. After sober reflection, my conclusions were negative, for the reasons indicated below.

The following remarks were written by Angelo Miele after the conference in response to some of the issues raised during the panel discussion.
