Abstract
In 1971 the U.S. Senate resolved that a National Advisory Commission on Health Science and Society should undertake a “comprehensive investigation and study of the ethical, social, and legal implications of advances in biomedical research and technology. . . .” The commission was specifically directed to include in its study an “analysis and evaluation of laws, codes, and principles governing the use of technology in medical practice. . . .”1
