Zusammenfassung

Neben dem Völkerbunde sind es vor allem die politischen völkerrechtlichen Verträge, in denen in der Nachkriegszeit der Kampf um die Grundsätze der europäischen Ordnung zum Ausdruck kommt, jenes „Paktsystem“, um dessen Wert oder Unwert die politischen Meinungen immer wieder aufeinandertreffen.
