Zusammenfassung
Um zu entscheiden, ob öffentliche Investitionsprojekte durchgeführt werden oder nicht, wird meist die Nutzen-Kosten-Analyse herangezogen: Ein Projekt wird realisiert, wenn der in Geldeinheiten ausgedrückte gesellschaftliche Nutzen höher ist als die verursachten Kosten.1 In der Regel fallen Nutzen und Kosten öffentlicher Investitionsprojekte nicht zu einem gemeinsamen Zeitpunkt an, sondern verteilen sich über einen Zeitraum, der häufig sehr lang ist. Hieraus entstehen zwei Probleme bei der Bewertung öffentlicher Investitionsprojekte, die wir in diesem Kapitel zunächst theoretisch darstellen und anschließend anhand eines Beispiels aus der Abfallwirtschaft erläutern.
