Zusammenfassung
Das kriminalpolitische Defizit der modernen Strafarten, ausgedrückt in steigenden Rückfallsziffern, ist nicht nur der Erfindungsarmut, der Ungeduld und fehlender wissenschaftlicher Methodik zuzuschreiben. Auch mit dem Menschenmaterial, auf das Strafe oder Strafandrohungen abgestellt sind, gehen Änderungen vor sich. Obschon die Strafart die gleiche bleibt, kann wechselnde Empfänglichkeit für Strafe Fehlwirkungen verursachen. Neue Blockierungen im Gehirn des einzelnen wie der Massen können den effektiven Drohgehalt der Strafe verflachen oder völlig verwischen.
