Abstract
The prime objective of the study was to demonstrate how communications among experts participating in a Delphi exercise can be guided into patterns which approximate the theoretical “rational” choice procedure. The paper reports the modified procedures used, as well as preliminary results of a Delphi study. The focus of the study was the evaluation of alternative “joint venture” strategies for exploitation of fisheries in the “economic zones” of the oceans. Countries representing different interest groups were identified and for each, capability profiles, objective statements and strategy impacts were assessed. Additive, conjunctive and disjunctive criteria were employed to identify strategic choices. The authors also indicate that follow-up studies involving multi-dimensional scaling techniques will be developed to provide successive approximations.
