This article provides a summary of the lecture delivered at the Advanced Workshop on “Flow Control of Congested Networks: The Case of Data Processing and Transportation”, organised by the Consiglio Nazionale della Ricerche (Research Project on Transportation) in cooperation with the Scientific Affairs Division of the North Atlantic Treaty Organization (Capri, Italy, 12–17 October 1986).
