Transformationsprozesse in sozialistischen Wirtschaftssystemen

Zusammenfassung

Eine Chronik der Reformen in sozialistischen Ländern würde belegen, daß alle Reformanstrengungen, wie sie seit Jahrzehnten immer wieder unternommen wurden, gescheitert sind. Dies gilt bislang auch für die beabsichtigten Transformationen der Wirtschaftssysteme in den achtziger Jahren und selbst für solche reformfreudigen Länder wie Polen und Ungarn. Eine Ausnahme hiervon ist die ehemalige DDR, die zwar einen eigenständigen Transformationsimpuls ausgelöst, die Systemtransformation aber nicht aus eigener Kraft, sondern durch zügige Integration in das Wirtschaftssystem der Bundesrepublik Deutschland vollzogen hat. Auch für die ehemalige DDR hat allein die einjährige Übergangsphase bis Oktober 1990 deutlich gemacht, wie schwierig es ist, in Friedenszeiten ein administrativ-zentrales Planungssystem mit Staatseigentum in ein dezentralisiertes marktwirtschaftliches System zu transformieren.
