Abstract
The study surveys the emprical literature the relationship between R&D-expenditures and productivity. First, the statistical validity of the productivity decline in Western industrialized countries is qualified. Second, technical progress is seen as endogenous and demand-driven: The perceived crisis of technical progress is then a crisis of demand. The empirical results furthermore show that the R&D-efficiency in the seventies is not smaller than before.
