Health Effects of Unemployment: Approaches and Results of Empirical Research in the Federal Republic of Germany

Abstract

The history of unemployment in the Federal Republic of Germany since World War II can be divided into three phases (Fig. 1). The first, lasting until the end of the 1950, involved an initially high but rapidly decreasing rate of unemployment. The second, which reached into the early 1970s brought — due to high rates of economic growth and a declining potential of the labor force — almost permanent full employment, the only interruption being the short and mild recession of 1967. The average number of registered unemployed reached a minimum in 1965 and again in 1970, at about 150000 (corresponding to an unemployment rate of 0.7%). An indicator for this exceptionally favorable labor market situation during this period is the fact that the shortage of domestic labor led to a great number of foreigners working in the Federal Republic of Germany. The third phase, starting after the “first oil crisis” and the recession of 1974/1975, is characterized by increasing cyclical and structural problems and a continuing crisis in the labor market which has worsened dramatically since 1980: The annual mean values for the last 3 years (1983–1985) amount to about 2.2–2.3 million registered unemployed, which corresponds to an unemployment rate of more than 9%; what is more, the size of the so-called silent reserve (discouraged workers not officially registered as unemployed) is believed to be in the order of a further million.
