Abstract

Within the context of “the problem of unemployment” youth unemployment is commonly and stereotypically considered a special problem. The perception of “the problem of being unemployed” is also strongly socially stereotyped (De Goede and Maassen 1982). This stereotypic perception is formed by the reinforcing interaction of socially moralistic attitudes and beliefs (Cools 1984), the socially organizing function of labour (Van Wezel 1975), and the problem of economic and administrative management (Spruit 1982). Being unemployed therefore has (normatively) to be considered as being a very undesirable individual and societal problem, with which one is not expected to learn to cope (Fagin 1983) and which people, individually as well as collectively, have to solve as quickly as possible.
