On Strategic Stability in Europe without Nuclear Weapons

Abstract

In order to deter a Soviet attack of Western Europe, NATO strategy relies on a sequence of essentially three responses: conventional defense, nuclear defense, nuclear retaliation. The credibility of this strategy of ‘Flexible Response’ depends on a firm and timely linkage of those responses.
