Measuring the Degree of Progression
In the preceding chapter, we have presented a preliminary definition of a progressive tax system. Once there is agreement that a tax is progressive, it may and certainly should be asked how progressive it is. In order to formally address this problem, we present some notation first which will be used throughout this monograph.
