Wie Frei Ist die Forschung in Deutschland?

The progress of science and technology is promoted by rationality, teamwork, and perfection. This development, however efficient it proved to be, bears a tendency towards limiting the freedom of research, in fact in both political systems, the Federal Republic of Germany and the German Democratic Republic, though to a different degree and for different reasons. The conflict cannot be cleared away but has to find a practical compromise. We have to rely on the inborne capacity of man to stand his own ground and to arrange his environment. It is by making use of this ability that researchers may create an atmosphere where rationality, teamwork and perfection can grow.

Especially in drug research, the possible threat to innovative research by idolizing the safety and by introducing bureaucracy is discussed. It is recognized that industrial research, at least partly, must be ‘purposive’ research. All the more, universities and non-profit research institutions must be the places where basic research should be located. Research in Germany is dependent on research grants to a great extent. Therefore, we should pay close attention to political influence which tends to hamper basic research through either providing or refusing funds.

Wie frei ist die Forschung in Deutschland?

Niemand wird auf eine so komplexe, auf eine so politische Frage eine bündige Antwort erwarten. Der Zweck der Frage gerade in einem Festvortrag anläßlich der Zuerkennung eines Preises an Forscher liegt vielmehr in ihr selbst. Die Frage soll ausgebreitet und vertieft zur Selbstbesinnung und Ortsbestimmung anregen. Dabei wird vielfach pointiert formuliert werden, um zum Nachdenken im Widerspruch zu veranlassen.

Im Versuch solchem Anspruch gerecht zu werden, werden die drei großen Worte des Themas zum Einstieg in die Gedankenführung gemacht:

• — Deutschland: die staatsrechtlichen Grundlagen für Forschung und

• — Freiheit: der Entscheidungsspielraum des Forschers

• — Forschung: Tendenzen zur Begrenzung der Freiheit in der Berufstätigkeit und in der Forschungspolitik.

Im Abschnitt “Forschung” werden Folgerungen aus den voraufgehenden Definitionen und analytischen Thesen, auch exemplarische Hinweise auf die medizinisch-pharmazeutische Forschung zu geben sein. Dieser Abschnitt wird daher ausführlicher ausfallen müssen als die beiden ersten Hindeutungen.
