Abstract
Holland with its 14 million inhabitants, has probably between 15 000 and 20000 heroin addicts. According to the authorities the number of heroin addicts appears to be stabilizing, but certain shifts in the population of drug addicts can be distinguished. An increasing number of addicts are of non-Dutch origin and usually members of second-generation youths of guestworkers. More than 50% of all addicts reside in the western part of Holland in the four major cities: Amsterdam, Rotterdam, The Hague, and Utrecht.
