Zusammenfassung
Der Entdeckung von Röntgenstrahlung und Radioaktivität in den Jahren 1895 und 1896 folgten nicht nur Forschungen über die physikalischen Phänomene, sondern auch eine rasant einsetzende Entwicklung von Anwendungsverfahren vornehmlich für den medizinischen Bereich. Schon früh wurden aber auch Erfahrungen und Erkenntnisse über gesundheitliche Risiken sowie über Notwendigkeit und Möglichkeit von Strahlenschutzmaßnahmen gewonnen. Bei den von beruflichen Strahlenexpositionen folgenschwer Betroffenen handelte es sich vorwiegend um Ärzte und Krankenschwestern, daneben aber auch um Techniker, die sich in Industrie- und Applikationslaboratorien der fortschreitenden Entwicklung von Methoden und Verfahren widmeten. Zunächst hat sich dieser Kreis von beruflich mit den Strahlungen umgehenden Personen in weitgehender Unkenntnis der damit verbundenen Gefahren meist recht unbedenklich den im Arbeitsgang anfallenden Strahlenexpositionen ausgesetzt. Erst als in zunehmendem Maße Einzelbeobachtungen von ursächlich der Bestrahlung zuzuschreibenden Schädigungen in Relation zu experimentell erhobenen strahlenbiologischen Befunden gebracht wurden, konnten Forderungen nach wirksamen Strahlenschutzmaßnahmen erhoben werden. Es erwies sich aber als ein weiter Weg, um von den ersten Erfahrungen bis zu verbindlichen Vorschriften und Verordnungen zu kommen (vgl. Beck et al. 1959; Rausch 1963). Dies war nicht nur durch die Schwierigkeiten bei der Erarbeitung der gesetzlichen Grundlagen bedingt, die schließlich mit dem Inkrafttreten der Röntgenverordnung (RöV 1973) und der Strahlenschutzverordnung (StrlSchV 1976) ihren vorläufigen Abschluß fanden.
