Abstract

No society has devoted so much effort, money, and time to addressing the problems of child abuse as our own. And yet the problem persists with no signs of abatement, and appears to be getting worse. Scholars have studied the problem, lawmakers have drafted statutes, and social service agencies have mobilized in an effort to stem the rising tide of child abuse. The essential questions remain unanswered. So-called solutions have been set out and in some instances implemented. At best, however, these solutions have addressed the symptoms of child abuse, not the disease.
