Abstract
Slow collisions are those for which we can neglect all effects due to the additional translational momenta of the electrons produced in their motion together with the atomic nuclei. Since the additional electron velocity δ υ el corresponding to this translational motion coincides with that of the nuclei υ there is an upper bound on the velocity of the nuclei, υ ≪ υ el, where υ el is the characteristic velocity of the electrons in an atom at rest. If υ el is taken to be the velocity of the electrons in the valence shell of the atom (υ el ≃ 1 a.u. ≃ 108 cm/s), the above conditions represent the most stringent upper bound on the relative energy. However, for transitions of inner-shell atomic electrons, many results of the theory discussed below are also valid for nuclear velocities comparable with 1 a. u.
