Problem-Recognition and Priority Setting in Quality Assurance

Abstract

Five years ago, quality assurance of medical care was started in the general hospitals in the Netherlands. Under the aegis of the National Specialists Organization, a formal review program was initiated that received the support of the National Hospital Council, the Organization of Medical Directors, the financiers of health care, and the Ministry of Health. In addition, the creation of a National Organization for Quality Assurance in Hospitals (CBO) was suggested in 1976 to guide and support the hospital-based activities on quality assurance [1]. This organization became effective in 1979, and is financed through a small increase in the per diem hospital fees.
