Zusammenfassung
Die Probleme, die man üblicherweise der theoretischen Volkswirtschaftslehre zurechnet, lassen sich — stark vereinfacht — in zwei Gruppen einteilen : die erste Problemgruppe beschäftigt sich mit der (effizienten) Allokation der verfügbaren Ressourcen in der Produktion, während die zweite Problemgruppe die (erwünschte) Verteilung der Güter bzw. der Einkommen behandelt. Bis zu welchem Grad die Allokation der Ressourcen in der Produktion und die Verteilung der produzierten Güter tatsächlich getrennt behandelt werden können — in der Praxis wie auch in der Theorie — hängt offensichtlich ganz wesentlich vom institutionellen und administrativen Rahmen des zugrundeliegenden ökonomischen Systems ab. Betrachten wir etwa eine gesamte Volkswirtschaft, z.B. BRD oder DDR. Ob es Privateigentum an allen Produktionsmitteln gibt oder nicht, ist sicherlich entscheidend dafür, ob durch die Allokation der Ressourcen in der Produktion bereits die Verteilung der produzierten Güter (im wesentlichen) bestimmt ist. Diese Andeutung scheint darauf hinzuweisen, daß in einer sozialistischen Ökonomie die beiden Probleme Allokation und Verteilung “im Prinzip” getrennt werden können.
