Der Katastrophenschutz in der Bundesrepublik Deutschland ist ein vom Staat konzipiertes und gesetzlich definiertes Hilfeleistungssystem, das dazu bestimmt ist, die verfassungmäßigen Grundrechte des Bürgers, insbesondere das Recht auf körperliche Unversehrtheit im Katastrophenfall, mit allen zu Gebote stehenden Mitteln zu gewährleisten.
