Abstract
Cross-border co-operation between local and regional authorities is increasingly attracting attention from both governmental practice and (social) science. The reasons are twofold. First, there is a growing need for information about how to organise co-operation. Secondly, some insight into the functional foundation of co-operation is necessary: What is the reason for co-operation and what is the content? This paper will focus on both aspects of cross-border co-operation. A distinction will be made between internal regions in the European Union (EU) and regions external to the EU.
